Project Overview

ITC Holdings Corp. (“ITC Holdings,” and together with all its subsidiaries, “ITC”) is committed to serving customers and communities by providing safe, secure, and reliable electricity transmission service to meet their needs. ITC has announced the proposed construction of the Elm Creek–Tobias 345 kV Transmission Project (the “Project” or “Line”) through its subsidiary, ITC South Central Development LLC (“ITCSCD”). This Project will enhance reliability and reduce the impacts of extreme weather across the region.

Project Purpose

Adds 900 MW of transfer capability, increasing the ability to move electricity into and across Kansas

  • Improves grid stability and reliability during extreme weather and other system stresses.
  • Strengthens regional interconnection, improving access to diverse generation resources across the region.
  • When combined with other planned new transmission in Kansas, this Project delivers 1,500 MW of new capacity and addresses 98% of the stability concerns identified in regional studies.

These investments will help keep Kansas’ interconnected grid infrastructure stronger, more resilient and better able to serve customers during severe weather and changing system needs

Project Scope

  • New 85-mile transmission line from Elm Creek Substation (north central Kansas) to Tobias Substation (south central Nebraska).
  • ITCSCD will construct approximately 35 miles of the line in Kansas; Nebraska Public Power District will build the remaining segment in Nebraska.
  • The Project was identified through planning to address winter weather vulnerabilities revealed by Winter Storm Uri (February 2021), which caused widespread outages and emergency interruptions in Kansas.

Sunflower Electric Power Corporation will provide operations and maintenance support, two hometown companies working together to strengthen the regional grid. ITC has been part of this region for more than a decade, and the company remains committed to building and maintaining the infrastructure that serves its neighbors.
